Where Three Forks Releases Go

Three Forks is a regional county jail, not a state prison. It holds people from a multicounty area under the Three Forks Regional Jail Authority. A person may return to the community after bond, recognizance, dismissal, time served, sentence expiration, or another court-authorized release. Kentucky Pretrial Services may assess an eligible person on a bailable charge, send its assessment to a judge, and relay the decision to the jail and clerk. The criminal case can remain open after that pretrial release.

Departure can also mean transfer. A person may go to the Kentucky Department of Corrections, another jail, a treatment placement, federal custody, or another agency. The release sheet is important because its disposition or receiving-agency field can distinguish those paths. Do not translate “not on the roster” into “free in the community.” The more exact statement is that the current list no longer showed the person when it was checked.

Confirm a Three Forks Release

The official Three Forks website labels its online view Current Inmates. It does not publish a released list, a 24-hour archive, or a 72-hour archive. Presence supports custody at the time of retrieval. Absence is ambiguous because spellings, aliases, update delay, transfers, and releases can all remove or hide a result.

1. Check the official current list and record the time of the check.
2. Call the jail and ask whether the person departed and whether the event was a community release or transfer.
3. Search Kentucky VINE for both a local-jail and KDOC record when both appear.
4. Review the court docket, then obtain the signed order or clerk confirmation.
5. Request the existing booking and release sheet when documentary proof is needed.

KOOL should not be treated as a complete archive of ordinary local detainees, and a court calendar date is not the same as an executed release.

Three Forks Release Records

Three Forks has not posted a jail-specific open-records form, custodian email, records hours, or copy schedule. Call first and ask for the current official records custodian and delivery address. Kentucky’s Open Records Act permits a Kentucky resident to submit a signed written request with a residency statement by hand, mail, fax, or email. An agency may not force use of its own form and must accept the Attorney General’s standardized form.

Describe existing documents instead of asking staff to create a new list. Identify the person, approximate booking date, and booking or case number if known. Ask for the booking sheet, custody and release record, and any existing fields showing release date and time, release type or disposition, release authority, and transfer destination. A booking photograph may be included if it exists and remains available.

Under KRS 61.880, the agency generally issues a written decision within five days, excluding weekends and legal holidays. Inspection itself is not subject to a reproduction fee. Copies and postage may be charged at actual reproduction cost under KRS 61.874. Exempt, sealed, expunged, or sensitive material can be withheld or redacted. No published Three Forks retention period supports a promise that every old record still exists.

Three Forks Regional Authority

The Lee County fiscal-court audit traces the jail to a Lee, Owsley, and Wolfe interlocal arrangement formed in 2000. The authority has an eight-member board: three Lee appointments, two Wolfe appointments, two Owsley appointments, and the Lee jailer. This shared governance explains why “Lee County jail” questions may lead to a facility serving more than one county.

This regional structure does not change which evidence confirms release. The facility’s own custody record remains the direct source for the event.

Lee County’s Two Custody Systems

Three Forks and Lee Adjustment Center sit in the same county but serve different legal systems. Three Forks handles regional jail custody. Lee Adjustment Center is a medium-security prison for adult men, operated by CoreCivic under contract with KDOC. A local arrest can lead to Three Forks, while a state sentence may lead to a KDOC placement.

Use the source owned by the custodian. Three Forks’ current JailTracker cannot answer whether a person left Lee Adjustment Center on parole or mandatory reentry supervision. KOOL and KDOC Daily Releases can document state-prison status, but KOOL cannot be assumed to preserve every local jail booking. A move from Three Forks into KDOC is a transfer, not a community release.

Three Forks Photos After Release

The official JailTracker interface can expose image functions on a current record:

Three Forks publishes no official released-photo archive. Once the current entry disappears, request the existing booking photograph with the release sheet. A KOOL offender image is a KDOC image and should not be called the Three Forks booking photo unless the source establishes that link. No branded jail or sheriff mobile app was located, and an old social page is not a release ledger.

Three Forks Court and VINE Checks

Kentucky VINE bridges the gap left by a current-only roster. An out-of-custody response can give a release date, while an in-custody response gives the facility address and phone. Duplicate local-jail and KDOC records may exist for one person, so inspect and register on both when a transfer is plausible. A recent vendor incident produced false release alerts. Treat an alert as a cue to confirm with the jail, KDOC, or court.

The Lee Circuit Court Clerk holds the signed orders that can explain bond, dismissal, probation, revocation, or sentence terms. Circuit Court handles felony matters. District Court handles misdemeanors, traffic, arraignments, and early felony stages. A docket shows a scheduled event, not its outcome. Ask for the signed judgment, order, or clerk-certified entry. Even then, distinguish judicial authorization from the jail’s physical release time.
